James Starlin
Jim has over 30 years of multifaceted Public Safety Experience. He has served his fellow man as an EMT-B, Paramedic, Firefighter, 911 Dispatcher, Corrections Officer, and an Air Medical Telecommunications Specialist. He also has over 10 years of experience as a Mass Fatality Management Trainer and Hazardous Materials Decontamination Trainer.

He has deployed as a Disaster Response Team Commander to Hurricane Katrina, Hurricane Irene, and Hurricane Matthew.

Most recently he served as the Regional Healthcare Preparedness Coordinator and the Logistics Action Team for North Carolina State Medical Response System.
Joseph Rusnak
Joe completed his MBA at East Carolina University but we don’t hold that against him. Former military, he now manages a multi-million dollar international grant program for Duke University.

He has served as a finance analyst for 175 discretionary accounts with the National Eye Institute as well as with the National Institute of Heath.

Joe has a passion for helping people and has service in the Army as well as with the Duke State Medical Assistance Disaster Response Team.
Michael Boucher
Mike brings over 45 years of experience to the table. He started as a Military RN in 1977 before joining the US Dept. of Veterans Affairs in 1985. In the VA, he held various positions, including technical consultant to the VA in emergency management. He held the position of Durham VA Medical Center Emergency Manager from 2007 until his retirement in January of 2017.

Mike is currently Principle and owner of Emergency Management Consultants for Healthcare.
James Payne
James is a Certified Emergency Manager with over 15 years in emergency management, as well as experience as a law enforcement officer, EMT, and volunteer firefighter.

James also brings 20 years of leadership experience in various military and forward deployed roles. James had the distinct privilege to lead Soldiers, twice, in combat. He served as a Military Police Platoon Leader in Afghanistan during Operation Enduring Freedom and as a Military Police Company Commander in Iraq during Operation Iraqi Freedom.

Over the past 30 years James has lead various military and medical response teams on many disaster responses including the NC Army National Guard Quick Reaction Force response to Hurricane Katrina in Louisiana and establishing a Federal Medical Station in Manati, Puerto Rico in response to Hurricane Maria.
Amy Payne
Amy has over 30 years of experience in the IT field, including programming, networking, and technical support. She has held positions in the education, healthcare, and banking industries. She has also consulted with various businesses and assisted multiple start-up businesses with their IT needs. She is an expert in website design and development.
